Optimizer related catalog tables to be temporal

I am aware that a few more tables in the Db2 catalog will be made temporal.

This idea is to make ALL catalog tables that the optimizer uses to be temporal. This will enable the user community and also Db2 zAI to extract the statistics that were in place when a package was bound and the access path being investigated was chosen. This will help with knowing exactly which statistic(s) were contributing towards an AP change. Also will help with getting the service back in case of a degradation and not having much time to react. This can be useful to zAI to match the observed behaviour in reference to host variables and the execution time and the bind time and the statistics with a simple table join (syspackage, plan table, zAI tables) and a 'as of <time>' temporal query.
