When a tablespace is converted from PBG to PBR or even PBR-PBG-PBR all indexes become non-partitioned.
There will not be a solution to convert non-partitioned indexes to partitioned. Instead IBM point to DB24ZOS-I-553 to create new unique indexes online. But there is still a problem; you cannot drop an index with uniquerule P or C. You get SQLCODE = -669, ERROR: THE OBJECT CANNOT BE EXPLICITLY DROPPED. REASON 0002.
You can drop the index if you first remove the primary key or the unique key constraint, but if these are used by referential integrity constraints you have to drop them too. To do that we have to take an outage.
I suggest that you make it possible to drop indexes with uniquerule P and C if there is another existing index that can inherit the uniquerule. I guess you already have the formula you need to choose the index to replace the dropped one for supporting the primary key or unique key. That is the same formula you use when you do this ALTER TABLE ADD PRIMARY KEY or ALTER TABLE ADD UNIQUE

Thank you for submitting this Db2 for z/OS enhancement request. We have reviewed this request and believe it is a good candidate
for the Db2 for z/OS product. However, it does not align within functionality prioritized for delivery within the next 12 months. Therefore, unfortunately, we will not be considering this idea at this time. We do plan to revisit this idea in the near future.
