Support for plan name filter in profiles with 'RELEASE PACKAGE'

Since Db2 V13 it is posssible to override the RELEASE(DEALLOCATE) option for packages by using profile tables.
This can be done for local threads and remote threads.

In order to do this, you have to create a profile with the Keyword 'RELEASE_PACKAGE'.

For local threads and remote threads (DBATs), you can use the following filtering categories:
- AUTHID, ROLE, or both
- COLLID, PKGNAME, or both
- One of CLIENT_APPLNAME, CLIENT_USERID, or CLIENT_WRKSTNNAME

It would be very helpful if there was support for a plan name filter.

As we use RELEASE(INHERITFROMPLAN) for all the application packages, we define the release-behaviour of packages with the plan.
If we had a plan name filter, we could do this also in the profile.
