Prevent immediate reflection of PARTITION key changes

When changing partition key of PBR using ALTER TABLE ALTER PARTITION, it may take effect immediately without AREOR status under certain conditions, so please provide an option to allow PARTITION key changes to be reflected in the AREOR state upon any conditions.

When changing multiple PARTITIONS, some parts of the definitions may be reflected immediately, but the rest of those may not be completed until REORG. It is a big problem in planning the timing of JCL changes and also, we cannot control when packages are invalidated. Looking to the future, online maintenance will also need to be considered. To avoid the immediate reflection, inserting dummy data into each partition seems to be the only workaround. However, this is a large burden even though it is not an essential task in our maintenance process.
[Customer Background]

Customer has several challenges with Db2 partition management. To resolve the challenges, it tends to be required a lot of customer unique embedded operations and workloads. As a result, operations tend to have many constraints. In particular, this improvement request has a high priority because it has a large impact on operations.
