Deposit some information about latch status in HVCOMMON to avoid Db2 abend

Db2 abended due to EOM in one of its threads (in this case an online REORG).

The request is that some more information about thread status is saved in common storage (e.g. HVCOMMON) to help SSSC to cleanup the job and to avoid that it must take down DB2 as in our case. Detailed description is in the case TS020381726.

Especially utilities should save their status about latches in this new area as an online REORG works on shadow datasets and data integrity in case of an abend of an online REORG is not a tooics, as online REORG is not restartable in UNLOAD, RELOAD, LOG phase.

Utilities are mainly affected by EOM as customer works with REGION=0M to utilize best performacen by large BUFNO (if image copies) and maximum parallelism.

I am pretty sure that this enhancement, if implemented, does not prevent all cases, where SSSC must take down Db2, but some could be avoided.

    Dear Peter,

    Thank you for submitting this Db2 for z/OS enhancement request. We have reviewed this request and believe it is a good candidate for the Db2 for z/OS product. However, it does not align within functionality prioritized for delivery within the next 12 months. Therefore, unfortunately, we will not be considering this idea at this time.  We do plan to revisit this idea in the near future.

    We appreciate your input to the Db2 for z/OS development team. We hope that you will continue to submit enhancement suggestions for improvements as customer feedback is a key component to shaping the future direction of Db2 for z/OS.
