Enable discard reorganizations on catalog history tables.

Enabling historization for certain catalog tables can result in very large tables that can be difficult to purge, particularly if they are in LOCKSIZE ROW and without LOCK ESCALATION, as is the case, for example, with the SYSIBM.SYSTABSPACESTATS_H table.
Setting up the purge configuration can be difficult and resource-intensive.
We can easily fall into locking limits (such as NUMLKUS, for example).
A purge using REORG DISCARD could be a solution, but unfortunately the DISCARD option is not applicable for Db2 catalog object. 
Why not make this option available for historical tables in the catalog?
