Enhance ALTER of STOGROUP

Would like additional flexibility to change storage options without taking outages. First situation, we had a special storage group defined with a specific STORCLAS that was used to isolate a specific subset of data. That isolation is no longer needed, so wanted to leave the STOGROUP alone and just remove the STORCLAS so it will point back to the default. Bummer, while you can update the SMS parameters that are now options on the STOGROUP, you can't remove them. How about an ALTER STOGROUP xxxx REMOVE STORCLAS or something like that?

Problem 2, based on that we decided to go ahead and get rid of that STOGROUP and just ALTER the indexes/tablespaces to point to the default STOGROUP that all the other objects use. Now we're forced to take an outage, STOP/ALTER/START. In this case the VCAT has the same value for both, so there's nothing that changes as far as the dataset name is concerned, so not sure why we are forced to take an outage. Maybe there's a reason internally that I'm just not aware of. Granted it's a very small outage, but when you are a shop that has work 7x24, and any outage at the DB level could cause alerts for applications, that's not desirable.

great idea - we share the need to take out an sms class if it is already there
