Help us deprecate Synonyms

It's been well documented that synonyms are deprecated in DB2 z/OS, and we are trying to eliminate them in our systems before our Db2 V12 upgrade. Unfortunately other than telling people to cut it out, we don't have any way of stopping people from creating new synonyms.

We would like a way to enforce that nobody can create new synonyms, such as a zparm to disable. If you have a better idea of how to do that because you don't want more zparms that is also fine. There doesn't appear to be anything that we can do from a Security perspective to stop people from creating them, and as we clean them up we keep finding people creating new ones, and not even realizing that they are because they are just running a job someone else gave them. When you have thousands of people than can do this, we need a better way to stop them.

One thought would be to have a zparm called something like CREATE SYNONYM, default would be YES for current behavior, other options would be NO, or SYSADM. The thought with SYSADM is that there are still vendor products that we install that require them, so until those all get taken care of we will need some way for a small group (SYSADMs) to still create them. Then once we have those issues resolved we can change to NO.
