Enable create index during prime time

We are running 24/7 banking applications and are unable to create an index during peak times. One reason for this behaviour might be APAR PK74729 resulting in a timeout for the create index command when packages are active. But we also get conflicts on the db2 catalog and directory to get an exclusive lock on the DBD. The difference to RFE 99401 is that we were unable to create any kind of index (unique or non-unique) with DEFER YES .
DB2 should provide a feature to create an index during prime time without stopping all of our applications. One possible solution might be some kind of 'break-in' similar to the package REBIND command in DB2 11 .

    Thank you for submitting this enhancement request. While we view all the enhancement requests we receive as valuable. We acknowledge this is a highly desirable requirement, but due to it's size and complexity, it's not feasible for us to deliver this in the upcoming 12 month timeframe. This is not to say that this enhancement may not still be implemented at some point in the future as we do evaluate our requirements on the basis of customer demand and technical impact, to deliver maximum value to our customers.
