Avoid Db2 failure even if it got BSDS access initialization failure (BSDS timestamp mismatch)

[Background]
- Customer's GRSRNL specifies SYSVSAM in systems exclusion list because they need to share CATALOGs.

[Description]
Our customer got BSDS Access initialization failure and starting Db2 was failed. Please refer to PMR#55237,615,760.
They considered the possibility of taking off the systems exclusion for SYSVSAM. But the change has high impact on their operation and man-hour cost because they need to change the current operation scheme where CATALOGs are shared between test systems and production systems.
When this failure occurs, by just re-starting Db2 again without taking any additional action, this BSDS access initialization failure does not occur again, and Db2 starts normally. (Validation of BSDS timestamp is done at the time which failure occurred, and at that time timestamp mismatch is corrected)
If just re-starting Db2 solves the failure, customer don't want to get Db2 start failure in the first place.
So customer asks Db2 to validate the timestamp and re-start internally when BSDS timestamp mismatch occurs, in order to reduce time to recover when this failure occurs.
