REORG SYSTSCPY not operating correctly with SHRLEVEL CHANGE

When executing reorg shrlevel change against systscpy tablespace, it fails when there is any other utility in system, even stopped. According to explanation from IBm DB2 dev:
We have discussed this with development again. It appears that this is most likely a case of this being a hold over from before SHRLEVEL CHANGE reorg was allowed on the catalog. However, since this is the current design and not a defect, we would recommend an RFE be submitted to remove the restriction. Since this would impact all utilities, it is not something we would not want to do lightly, as the analysis to determine any impacts / ramifications would be extensive.
In active system like ours, utilities are running 24x7, there is no way to ever reorg systscpy then and our TS only ever grows. SHRLEVEL CHANGE functionality in allowed against catalog objects since DB2 v5, so it is time to actually make it happen. Greatly appreciate.
