Control Connections Via Profiles Using Client Properties

We would like more granular control over connections. Currently, the only way to do this is via a profile using an IP address. Unfortunately, the IP address is the static IP of a client. That client may house multiple webservices. If only 1 of those webservices is causing an issue, a profile enabled for the IP affects all the webservices not just the bad one.
If we can control connections at the client work station level, the profile will be more specific and would not affect other webservices on that box. Also, once cloud applications arrive, static IP addresses will no longer exist. We will need someway to enable a profile to control them.
