Eliminate the need to bind a subprogram locally called by a stored procedure running remotely

Today there are different code pathes if a package is called remotely from a local program OR a local stored procedure. If the package is called by a stored procedure we get SQLCODE805 if no local package exists. Therefore we have the need to bind the called package in the local location with sqlerror(continue) too, although this package will never be executed in that local DB2 system.
