LOAD a TABLE with WHEN / DISCARD

When loading a table with WHEN and DISCARD, rows that do not qualify because of the WHEN condition get "discarded" and:
- discard file is populated with them
- it is impossible to distinguish records discarded because of the WHEN clause and e.g. their incorrect datatype
- discard limit is reached because those meaningless records are "discarded"
When using WHEN, we specify precisely which records from the input file are to be loaded into the table. Other records "do not exist" and are irrelevant for such process. Discarded records should only be those that qualify by the WHEN clause but are for some reason get rejected.
I should be able to use "DISCARD 1" to see if there is any problem with the input data. Since WHEN is working now like discard not like qualifier, "DISCARD non-zero value" is useless.
