Ability to set number of locks before a SQL gets a 00C90096

DB2 currently allows the following LOCKMAX settings.
LOCKMAX - 0, , SYSTEM.
0 - Lock escalation is disable.
or SYSTEM - DB2 escalates the lock after or NUMLKUS is reached.
When LOCKMAX is set to 0, an application receives 00C90096 after NUMLKUS is reached. however, the NUMLKUS setting is at a subsystem/member level. The ability to set the maximum number of locks that can be held at a table level is very criticial in ensuring the reliability and stability of applications.
