Moving extra area for IRLM latch information provided by PI93817 from QTXA to a new section.

This is related to PMR 73570,611,760.

Applying a PTF for PI93817, new 124 bytes fields for IRLM latch contention counters are added to IFCID QTXA section, which is shared between statistics and accounting trace. However, those new fields are used only for statistics trace and they're not useful for accounting trace. In many customers, one of the most disk space consumer is SMF type 101 record. Those extra bytes appear every PLAN accounting, so it can increase the size of the total SMF 101 records, then it can waste a disk space for them. We have SMFCOMP=YES as a workaround, but it needs some extra CPU usage. Actually, there are a lot of customer not using the parameter. So, there will be an impact of the extra bytes on customers who will apply a PTF for PI93817 in the future.

Now, I have an idea to avoid this problem. Currently, we have some accounting fields prior to PI93817 and those 124 bytes fields in QTXA section together. If you create a new section and move those new fields to it, we never meet that problem and it can cause a future concern of possible customers.
