Db2 FCIC should provide option to avoid taking long time with IGD17291I message

Please refer to the existing RFE ID 126885, "FCIC JOB takes long time with msg IGD17291I", opened from z/OS (DFSMS DSS) side, also.

The data amount will be extremely increasing in our customer. To minimize data unavailability, they are trying to use FlashCopy to take Db2 image copies (FCIC).

However, their FCIC jobs take very long time with IGD17291I message when "Space Constraint Relief (SCR)" takes place. This has big impact to them since delay in taking Db2 image copies brings delay in online service start next morning.

They opened a PMR and asked if they can avoid using SCR for their FCIC jobs, but the DSS/SMS lab answer was that "SCR is a part of the design for the Best-fit interface that DSS uses when it calls SMS to create a data set", and "DSS does not look at the data class (SMS data class which specifies SCR=N option) when using Best-fit".

From Db2 for z/OS point of view, we guess Db2 Copy (FCIC) utility is currently specifying to use Best-fit algorithm when requesting DSS/SMS to allocate a data set. We'd like to request a functional enhancement where Db2 Copy (FCIC) utility provides some option(s) - such as utility syntax option and/or DSNZPARM parameter - to select whether to use Best-fit algorithm or non Best-fit.
