Add SYSDISC DSNTIAUL format to REORG utility

Sometimes there's a need to repopulate DB2 tables concatenating outputs from REORG SYSDISC and DSNTIAUL in a single LOAD SYSREC file. So the idea is to have a parameter like REORG ... SYSDISC FORMAT INTERNAL|DSNTIAUL. Basically the difference between INTERNAL's and DSNTIAUL's formats are:
                            INTERNAL              DSNTIAUL
null indicator        before the record    after the record         (the unloaded record related to the NULLable column)
null character       x'FF'                        '?' 
record header      add 6 bytes             no 6 bytes added      (6 bytes related to PSID/OBID, I think)
