Data-partitioned secondary index (dpsi) support for row change timestamp columns

To identify which rows of a table have changed in specified time interval we are using timestamp columns. The values of these columns are set via the "GENERATED BY DEFAULT FOR EACH ROW ON UPDATE AS ROW CHANGE TIMESTAMP" clause.

To optimize query performance on these tables we want to create indexes containing the described timestamp column. Because the underlying table is partitioned and a row change timestamp column can not be specified in the create index together with a partition by range clause we have to create non-partitioning secondary indexes (npsi). Also we want to minimizing the use of npsis because of their impact on maintenance and the change management of tables.

We need partitioned indexes to support row change timestamp columns.
