Expand loading size of static SQL statement to SPA from 4000 byte to 2MB.

Expand loading size of static SQL statement to SPA from 4000 byte to 2MB.
Guardium S-TAP for Db2 on z/OS uses SPA(Space Block) to capture executed static SQL statement. Currently static SQL statement is loaded only first 4000 bytes of the text into SPA, but there is an enhancement requirement to capture until 2MB which is a current limitation for dynamic SQL statement in S-TAP.

[Background]
Customer uses Guardium S-TAP for Db2 on z/OS to collect all SQL statement which had been run in production system. To save the CPU utilization of their mainframe server, the customer decided to use static SQLs, instead of dynamic SQL, but they found S-TAP is able to collect only the first 4,000 byte as for static SQL statement.
Static SQL statements are truncated at 4,000 byte, but the customer already have over 2,000 SQL statements which exceed 4,000 byte in length. Therefore, they have strongly requested to enable capturing those static SQL as well.
