Improve partial RTS externalization comunication to the user

Currently, during RTS externalization if the object being externalized is being accessed at one member of DSG via utility for example, the related member RTS information will now be skipped giving the false RTS view on the object. It is especially important if for example partitioning object is a subject of IDAA load and as result can lead to IDAA loading process skipping one or more partitions thinking there was no changes.This is all being done internally by DB2 and is not known to the user that partial externalization was not successful. It would be good to add some sort of communication mechanism back to the user, for example in form of the console message written to DB2 log which could give some indication that this happened.
