Alllow processing of QM performance data to be deferred

All of the data collected during a performance window is processed by the QM agent task immediately after the performance window ends.  However, typically performance windows are defined to collect data during time periods of high activity, so as to capture relevant data.  But because the processing and analysis of performance data is a very CPU intensive process, it would be highly desirable to not process this data at this time.  There needs to be a mechanism to specify that the processing and analysis of performance data is to be deferred until a time of lower activity, when more CPU is available to perform this function.


Use Case
 
Performance windows are typically defined to be during periods of high user activity in order to capture relevant data.  However, because this data is processed when the window closes, there is an immediate impact on the CPU to process this data.  The CPU should not be impacted to process this data during periods of high user activity.

    This was delivered via PH03212 in Feb 2019, but doesn't negate the work on performance improvements planned for delivery in 2H2020.
