DMC format for time metrics needs to be smarter for values bellow ms range

This started as a discussion in IBM Db2 community.

https://community.ibm.com/community/user/hybriddatamanagement/communities/community-home/digestviewer/viewthread?GroupId=2983&MessageKey=8802cd2f-d91d-46aa-a114-aa6cc5ec88df&CommunityKey=ea909850-39ea-4ac4-9512-8e2eb37ea09a&tab=digestviewer&ReturnUrl=%2fcommunity%2fuser%2fhybriddatamanagement%2fcommunities%2fcommunity-home%2fdigestviewer%3fcommunitykey%3dea909850-39ea-4ac4-9512-8e2eb37ea09a%26tab%3ddigestviewer

Some time metrics as expected to have values bellow ms precision. Some examples are IO latency metrics..

DMC uses a fixed time format, as hh:mm:ss.nnn to represent these values.

But this format is not good enough to show values that goes under ms precision, like 0.2 ms , or 0.02ms which is normal latency for now-a -days SSD storages..

Other time metrics may fit as well in this interval. Today, DMC shows all these metrics as zeroed as you can see in the pictures posted in the link above
