Allow Logon to JDBC Gateway Console via RACF group instead of shared credentials

Currently the logon to each JGate console is via a single id/pw.  These credentials must be shared by the support team which is not a best practice.   When team members leave, all passwords must be changed (if that's even possible).  If changing the password is not supported, the JGates have to be reinstalled/reconfigured.

Access to the JDBC Gateway Console should be controlled via RACF group.  This allows team members to manage their own passwords based on internal company requirements and makes it easy to remove members from the group and job requirements change.

In addition,  the RACF group could also be granted access to CONNECT to JDBC locations in order to test the connections.
