Allow for the ‘-‘ key to be used as a modifier for hot keys.

  1. There are many limitations to the number of hotkeys that can be used in FTM due to Windows key functions and other conflicts between Shift and ALT with the 10 key pad.  Using a modifier outside of the common CTRL, ALT, Shift would allow for a large number of hotkeys to be set up.  We would like to use one modifier for all of our hotkeys to keep it consistent and avoid confusion for the user since most of our users will process work in both Repair and TCR.
