Add ability to modify or delete the artifacts (policies, rules, catagories) created in Policy Manager

Right now the UI doesn't allow any modifications of any type/form in the UI. This makes it really hard to use, since it's impossible to recover from accident mistakes when authoring a policy, catagory, or rule.

    today user has full control on policies in WKC UI.

    The following information was provided by Bhavani on August 3rd:

    Policy Life cycle behavior as discussed with Jay/UX Team yesterday.
    New Policy / Rule State changes
    New -> Save as Draft or Activate
    Draft -> can come back edit
    Draft -> Archive [ Discarded Draft ]
    Draft -> Activate [ Deploy Policy for enforcements ]
    Activate -> Archive [ Disable/Delete a Policy ]

    Currently implemented in the UI are Activate and Archive. The latter has the same effect as disabling or deleting a policy.

    Currently you can "delete" a policy through Archive. This will inactivate a policy.

    unfortunately archive is NOT the same as delete. mistakes need to be deleted (perhaps indirectly through a trashbin), archive is the notion of "not used regularly", which is different than "oops, this should never by used by anybody"
