Make it more clear when a local file upload has failed in Watson Knowledge Catalog

During one of our testfests, local file upload was failing for everyone because of a regional configuration problem. During this time, several people at first thought their asset had uploaded because the error appears on the Failed tab which is not shown. When they couldn't find their asset, they then opened the Failed tab to see that the upload failed.

I think we used to also display an alert each time an asset upload succeeded/failed, but then later removed it because when uploading multiple assets, the alerts would come in rapid succession which was confusing/disconcerting.


This was discussed in the [3] back in June 2018 and it was acknowledged that this area needs to be redesigned, but since is not a top priority, Design will not have time to work on it. Adding it here so it will be reconsidered in the future.
