ODBC driver support for HTML datatype

Extension to the ODBC driver to have support for extended data types such as HTML.

This issue is with all platforms and all CSDK versions. However, for your reference, we have tried this on below CSDK and IDS version.
Database Version:
Informix Version: 12.10.FC2DE
ODBC Version 03.51
CSDK Version: IBM Informix CSDK Version 4.10, IBM Informix-ESQL Version 4.10.FC2DE

ODBC does not handle HTML data type well. As per the earlier communication with Informix support team, HTML was never supposed to work with ODBC Driver. Also, the WebDataBlade manual specifies the only API for HTML is for C, not ODBC.

In the PMR we were provided the workaround to treat the html as a clob and insert with the LO functions, or create a cast from text to html and insert it as a text.

However, user has to load this cast function in each DB, they have html data and they might be reluctant to do so.
