Provide Version Control for Questionnaire Templates

Provide versioning for questionnaire templates where the version is stored in the assessment and assessments can be opened at a later time using the correct version of the template. Where OP also manages the folder structure for the versioning and allows the template to maintain the same name. 

This is important as we start to use more workflows to launch assessments and when the assessment template is updated we do not have to continue to update the template. This also ensures that the data stored in the Questionnaire assessment makes use of the template versioning to ensure the correct set of questions is presented from the correct version of the template. 

Currently the folder structre amd management of templates is very difficult and I have found issues where questions are used by multiple templates and when making changes to them or trying to copy them means that folders have to be created and sometime you have to go and edit every object to correct a folder issue, which menas you need to buold views for the Section, Subsection and Question objects to fix the error. There isa lot of administrative work to maintain the templates. 

I am asking that with good version control implemented by OP we could have the templates managed and versioned correctly as well as improving the end user experience when assessment are used by the application as points of reference and historical documents.
