Hard Delete of Data from OpenPages

Currently any data that is deleted from OpenPages either via the UI or API is a "soft" delete, meaning the data is not deleted from the actual database tables. Furthermore it is not possible to delete data from old reporting periods.
There should be a way to hard delete data both from the current reporting period as well as from older reporting periods. A possible approach that has been discussed with OpenPage architects would be to provide an API to do this (this would require methods to identify soft deleted resources and also to perform a hard delete).
