Turn off bulk download from PAW UI at Database level

Some planning models would be best with the export feature turned off. This should be database level at least

    We are going to move this AHA idea to 'Future consideration'. It's not absolutely possible to prevent users from getting data they have access to out of Planning Analytics. Users will always be able to copy/paste from the cube viewer.

    Although we are not planning on proving a database level option to disable exporting data, we are planning on implementing properties on the PAW cube viewer and other widgets to determine which features appear when not in edit mode on the cube viewer toolbar, and a few other widgets. For example, a book author might want to hide the MDX option. or the Forecasting feature, or the export option.
