Restriction on the instances displayed on the restore source dropdown in restore confirmation dialog

We had a recent issue in prod which resulted on a restore scenario. User selected an instance that had a queued golive (Checking interlock) by mistake. the restore was successful but based on the discussion with IBM dev it was confirmed that the golive will not trigger on the restored instance since the restore source ad a queued golive. We had to stop the instance and change the revision status to challenger and start it again. After which the the golive completed on restore source instance and propgated to all other remote instances

It will be better to  restrict the display of instances on the restore source dropdown based on the status of the instances

eg: Don't display a instance with a queue pending
