Resuming support for duplet detection and not storing identical sequence values

In Safer Payments 6.3.0.01 it seems that duplet detection and the option for not storing identical sequence values for indexes are still not present.

In the index create/edit page the "store entries with identical sequence values" checkbox is not present and indexes always act as if it is selected. There is no way for creating indexes that will be used for duplet prevention.

The administration option for duplet prevention in mandators seems to work only partially. if there is a file in BDI with duplicates in it the duplet prevention saves one record per duplicate only. The problem is that these duplicates are not checked against a current MDC and DDC so the first duplicate is always stored as a new message.
