To display 'WAITING' state in the WMLA hypersearch rest

In the current set-up, we have Notebook users as high priority and HPO jobs have lower priority (Prasad, can you please provide more details here on the priorities set for Notebooks as well as HPO consumers?). If our GPU cluster is fully occupied by Notebook users then HPO jobs are in waiting state. However, in the hypersearch URL user sees the job in 'RUNNING' state so it is misleading users and they need to know that their jobs are in 'WAITING' state and hasn't even started yet. That is part one.

    I could not edit the details of the RFE; however, need to add below details as part of the RFE based on the emails discussion with IBM team.

    Req from Wells team with the RFE: we would like to queue up the jobs which are in 'WAITING' state so that their execution will start once resources are available to them and would run for the time which user specified in 'maxRunTime' from the start time of execution.
