"brun" is used when a job cannot be scheduled due to the current policies/load. So the recommendation of the scheduler would be "don't run it"
If you are going to force a job to run, then the choice of which policy or limits you are going to violate has been made explicitly by the administrator.
I said, dropdown, but what I mean was a host list, in table format that shows load, unreserved memory, etc. You click on a host, and that hostname is transferred into textbox for the force run.

Is it safe to say the most important factor is free unreserved memory? I could see us showing a host dropdown that matches the 'select' and showing unreserved memory color coated by over/under. Red for there is not enough memory free, and Yellow close, and Green for good amount of unreserved. How does that sound?
