Ability to limit user's views in RTM to select clusters

Reduces support because users can't flip to other clusters via Cluster drop-down menu to then ask questions about resources and usage or see other information that should only be for users of a particular cluster or why can't they find their information forgetting they changed clusters or not understanding about the different clusters because they don't know about lsid. I'm not sure of best way to implement, easiest maybe limiting users to the default cluster unless and admin gives additional perms to see all (which would be a new choice). This only allows a toggle of default or all though. Ideally being able to assign group views to users where the group represents one or more clusters would be more ideal in case certain users should be able to view more than one cluster, but not all.
