yes there are API's and quite a few of your applications use them. But the simplest approach would be using the restful api.
Currently we have a mechanism where GitHub triggers a webhook whenever an action is started, which allows us to initialise a job in k8s to run the GitHub Actions Runner (with the appropriate config) which then executes the workload. I wrote a small web API to receive the webhook and contact the k8s control plane to enqueue the job. I envisage something similar in LSF, although I assume LSF has APIs that would allow me to reimplement/adapt my existing application to enqueue to LSF instead of k8s.
