blimits command functionality improvements

Affected: Administration and all users. 

Benefits: Provides clients with greater visibility into job availability and limitations, as well as a more dynamic way to allocate resources. 

Details: blimits functionality needs to be more encompassing. Group limits and LDAP resource limits are not reflected in the blimits command when a numerical value is assigned. LSF supports group limits and other features through the lsb. resource configuration. Our usage, -G <groupname>, is arbitrary for our pool, which is currently the main way to get full functionality from the numerical tally in blimits commands as mentioned in the ticket referenced in this RFE. We use the -G it for job steering, accounting, etc. -P isn't as versatile as well, so we found it better to use the lsb resources to control submission and resource allocation for userids and groups. Logically, a container of users (group) shouldn't be required on the command line for a limit to take effect. A limit should take effect if that group exists and is defined. It technically does work this way, but the tally functionality is lost. LSF recognizes users in an lsb resources entry with NO tally on the resources.
