Automatically removing license tokens from jobs

LSF license scheduler assumes that a job that has a resource request for a license token will consume the corresponding license feature for the duration of the job execution. Unfortunately, users can waste license tokens by using the wrong queue or over consume tokens by not requesting enough. License scheduler does a good job of catching non-LSF consumption, but nothing about users wasting tokens.

I would like LSF to have the ability to automatically modify a job to remove its requested license tokens if the corresponding license feature has not been used for a certain duration. So for example a job asks for an hspice token, after N minutes it has not used a FlexLM hspice license, so the job is modified to remove the hspice token resource request.

The time parameter N should be set at the queue level and should have the option to be restarted. So a job that uses the license 5 times with a 3 min gap between each use would be okay when N=5 mins. But after 6 mins of non-use the job would be modified to remove the hspice token.
