Add a new bjobs filter about CPU

Hello,

Bjobs is providing information about MEMORY and CPU usage. Example:
bjobs -o "jobid cpu_peak average_cpu_efficiency cpu_peak_reached_duration" 9242578
JOBID CPU_PEAK AVERAGE_CPU_EFFICIENCY CPU_PEAK_REACHED_DURATION
9242578 1.22 2.58% 65 second(s)

Information is displayed but we cannot filter bjobs command by using these criteria

We are not able to easily target jobs with low efficiency for example.

A new bjobs filter would be nice. Example:

bjobs -cpu_usage "average_cpu_efficiency<20"
