[Security][CE] - Hybrid Symphony / Active Directory integration security model

The Symphony Active Directory integration plugin removes all Symphony users with the exception of Admin, so that only AD users are available. This means that it is extremely difficult to migrate an existing cluster from the default Symphony security model to the Active Directory security model, as all client software and PCs would need to be updated at the same time as the cluster itself.

The AD security model should support a hybrid mode - using both Symphony and AD users. A good example of this implementation is Microsoft SQL Server, which supports AD users / groups and users defined solely within SQL Server itself.

This RFE's Headline was changed after submission to reflect the headline of an internal request we were already considering, but will now track here.
