[Cluster Management] EGO - Harvesting - Include an option to input user name for which the cpu utilization should be excluded in CPU calc of Phy Server Harvesting

In Physical server harvesting, currently only the symphony processes cpu ulitization is excluded from CPU threshold calculation.
However if there are any child processes created or any other processes which are spawned by symphony process, they are not exclueded from the CPU threshold calculation as they are not treated as syphony processes.
To address this issue, there should be an option in configureation page in which we should be allowed to input the user name. All the processes spawned on this user behlaf should be excluded from CPU threshlod calcuation.

    .The product direction is moving to container support and cloud resource bursting. Please contact IBM if this is still a valid business use case to use physical server bursting beyond existing capability.

    Please note that, the objective here is to exclude the cpu utiliztion of child processes of symphony tasks from the CPU threshold caculation.

    In the decription i have mentioned one way of resovling this issue, ie. by provindg an option of user name for which the cpu utilization should be excluded in CPU calc of Phy Server Harvesting. Since the child processes if any spawned by sympony tasks will also belong to same user, they will also be exclued from CPU threshold caclucation

    You can solve/propose a better/elegant solution to address this problem
