[Cluster Management] Add OS dependency for service packages

For platform independent applications (eg. Java based) it would be great to have OS option on service package dependency setup.
Without that option Java based application service packages have to be either repackaged (replace deployment.xml having right JRE name) or linked manually in web GUI with right JRE package. It can lead to errors, becuase it's a manual process.

Symphony allows to set OS dependent service start command in applicaiton profile, but it's not possible to specify respective JRE service package as dependent package for different OS.
With that option Java code writen on Windows machine could be simply copied without repackaging to user acceptance and/or production environments as is.

Here is a piece of imaginary deployment.xml:

    . The asked case can be solved by packing both Windows JRE and Linux JRE into one package (under two different subdirectory in the package). Application package set dependency to this common Java package which will be downloaded to compute node. Then application profile defines different path to load Java from the package.
