Change SD behavior after a connection broken with SSM, in order to decide whether or not it is necessary to restart the application

Following multiple network issues in the GRID infrastructure, we observed that the SD decides each time to restart SSM after a broken connection even if there is no problem between the client and SSM: the workload continues to run and no broken connection were observed between the client and SSM. We request for an enhancement on the SD component : Change SD behavior after a connection broken with SSM, in order to decide whether or not it is necessary to restart the application
