Watsonx Pipelines should provide higher level DSL for creating Pipelines programmatically

Currently Watsonx Pipelines provide an API for managing Pipelines as described under https://pipelines-api.s3-web.eu-de.cloud-object-storage.appdomain.cloud/#model-pipelineJson

However that API seems very tied to the UI and the payload needed to create a Pipeline is very complex to the point I don't think this is usable before creating a Pipeline in the UI and then copy/pasting from there.

This ticket is to request what it would take to provide a higher level DSL than services can use to dynamically manage pipelines.

A good example is from Airflow's TaskFlow API: https://airflow.apache.org/docs/apache-airflow/stable/tutorial/taskflow.html
