Adding "thinking" parameter in Wastonx SDK and API for Granite-3.2-8b-Instruct to access the dynamic reasoning capability.

Reason:
As per https://www.ibm.com/new/announcements/ibm-granite-3-2-open-source-reasoning-and-vision, granite 3.2-8b-Instruct comes with a dynamic reasoning capability which can be achieved using the "thinking" parameter  by setting "thinking=True" or "thinking=False" as needed making it act as a reasoning LLM or a Generic LLM.

Problem:
Tried using the same feature on the Watsonx AI hosted Granite-3.2-8b-Instruct via the Watsonx AI python SDK or even the direct API calls, but this parameter seems to be not available or enabled to be called, hence gets ignored per every call. This needs to be enabled somehow either via fresh deployment by activating the parameter or even adding it to Watsonx AI Python SDK.
