Enable Out of the Box metrics for watsonx.ai monitoring, alerting and dashboarding

Our client wants to have end-to-end capabilities to detect issues related to the models deployed on watsonx.ai. Currently, watsonx.ai has limited ability on it's own without watsonx.gov in terms of monitoring performance and health. We request to have the following metrics readily available for clients to be able to view within logs.  

Monitoring:

Model Metrics: Inference latency, prediction accuracy (we can share ground truth if needed), output consistency over time
Operational Metrics: Uptime, request/response logs, model load errors, container crash loops
Usage Metrics: Number of requests, token consumption, concurrent users
Security Monitoring
Access logs, authentication attempts, API key usage patterns

Alerting:

Threshold Alerts: API failures, API response time spikes, resource exhaustion
Anomaly Alerts: Notify on unusual traffic patterns, usage spikes, or performance drops
Health Alerts: Downtime or degraded performance
Security Alerts: Notify on unauthorized access, failed login attempts, policy violations, prompt injection attacks
