Return the requested number of results when using de-duplicate feature

In speaking to some Discovery News customers, it would be a better user experience to provide the requested number of results to a news query even when deduplication is being used.  So today, I send a news query and request 50 results. If the first 50 results happen to contain 20 duplicate articles, my response only includes 30 articles, and not 50.  While it may be useful to know the results have been deduplicated, not sending back the requested number of results isn't a desirable user experience, especially when users are paying per query for news.

This is a very reasonable request but due to how deduplication and our pricing works this is not technically possible at this time
