Auto-Recovery when RTO gets stuck

Overview

Normally, RTAs are deleted when the notebook job finishes, but sometimes they are not deleted and pile up. Based on the log, it appears that the RTO gets stuck and is unable to process RTAs. This stuck cause several kinds of issues. So I'd like you to implement Auto-recovery mechanism for this pod.

Scenario of the issue and possible solution

  1. RTAs piled up without being removed and it caused issues such as not being able to open notebooks.

  2. oc delete rta <ID> command didn't work.

  3. After restarting runtime-assemblies-operator (RTO), piled up pods could be deleted by oc delete rta command or how to clean up stale or left over RTA's.

  4. Finally, they were able to use the system.

Business impact

We may be late in noticing this issue and may not be able to use the runtime when we need it. The scope of this issue is across all projects/users and has the potential to stop business.

Auto-recovery idea

It is in theory possible to use k8s liveness probes to cause k8s to restart the RTO pod automatically if/when we detect that RTO is no longer processing RTAs.

Basically it means this pod do not have redundancy and auto recovery which simply a RED flag in this modern era
