Rename Foreign Key

Up to now a RENAME FOREIGN KEY is only possible by dropping and re-creating it, thus asking for a CHECK UTILITY to be run.The enhancement of the ALTER to a RENAME would make those actions superfluous and would be much faster.

For Modify Utility, enhance to allow selecting SYSCOPY rows by TYPE (full, incremental) and DSN pattern (DBP.DB2.ICWKY*), Modify should also delete rows where there are no media.

Need to delete rows for Incremental ICs which are kept 14 days while the Fulls are 30 days. Can't do that using the current product.
